Public Affairs Office
The mission of the Public Affairs Section of the U.S. Embassy in N'Djamena is:
1. to explain and support U.S. foreign and domestic policy and to provide information on U.S. institutions, life and society, and
2. to build foundations of trust and mutual understanding between the peoples of the United States and Chad through programs of educational and cultural exchange.
Thus the activities of the Public Affairs Section (former the U.S. Information Service, or USIS), fall into the following two categories:
A) Information Programs
The Information Resource Center (IRC - formerly Library) provides documentation and research facilities (including Internet access) for the mission, Chadian government officials, journalists, and subscribing members of the IRC.
The Washington File - daily compilation of texts, transcripts, and articles distributed to Chadian government ministries and the media.
Books, brochures and documentation on U.S. policies, life and society are distributed to Chadian contacts and institutions.
Worldnet interactive dialogs enable Chadian officials and journalists to interview counterparts in Washington directly via satellite on bilateral and global issues.
B) Educational and Cultural Exchange Programs
The International Visitor Program sends 5-8 Chadian opinion leaders to the U.S. each year on three- to four-week study tours.
The Fulbright Fellowship Program sends Chadian students for graduate study in the United States, and brings U.S. lecturers to Chad.
The Humphrey Program sends mid-career professionals to the U.S. for 10 months of non-degree professional training.
U.S. speakers and specialists give talks and lead seminars on topics of bilateral importance.
The Educational Advising Center provides information on study in the U.S. and administers standardized tests such as the TOEFL, GRE, and GMAT
The English Language Program attracts a growing number of students from all circles of Chadian society; the Program hosts an English Club which organizes activities to promote the practice of English.
